Immigration Topics for Skilled Workers
- Applicants for Permanent Residence in Canada in the Skilled Worker Class are scored on a point system and must get enough point to reach the passmark. The pass mark as of July 2,2004 is 67 out of 100. The passmark can be changed at any time. The applicant must reach the passmark at the time of assessment, which can be eight months or more after filling.
- The point system is transparent and predictable. Skilled Workers are not usually interviewed.

- Three-year diploma 22 points
- Two-year diploma 20 points
- One-year diploma and 13 years 15 points

AGE
(Up to a maximum of 10 points)- 21 to 49 years of age 10 points
- Two points are subtracted for every year over 49 or under 21

WORK EXPERIENCE
(Up to a maximum of 21 points)- Four years 21 points
- Three years 19 points
- Two years 17 points
- One year 15 points
Work experience can be full time or part time. Only the last ten years count. Only work experience that requires higher education counts.

LANGUAGE
Is assessed under four attributes (reading, writing, speaking, and comprehension).
(Up to a maximum of 24 points)
First language (English or French) 16 points available
- 4 points for each attribute assessed as fluent (attributes are reading; writing; speaking; and listening)
- 2 points for each attribute assessed as moderate
- 1 point for each attribute assessed as basic to a maximum of 2 points
Second Language (English or French) 8 points available
- 2 points for each attribute assessed as fluent or moderate
- 1 point for each attribute assessed as basic
Language points are assessed by third party testing. International English Language Testing System (British Council) for English and Test Evaluation de François for French. People (such as French, British, and Americans) who can prove their language ability without testing are allowed to ask for informal assessment. TOEFL is not accepted for proof of English language ability.

- Relative in Canada (closer than cousin) 5 points

What is an Arranged Employment Job Offer?
Any Canadian business that has existed one year and has had at least one worker for twelve consecutive months is allowed to offer a job to an immigrant, as long as the job offer is bona fide and the immigrant has the necessary education, work experience and language abilities to take the job. HRSDC must approve the job offer but no job search for Canadians is required.

Relatives in Canada
The Canadian relative is not required to sponsor the immigrant in order to get the bonus points.

“Lock-In” Date
Points are not frozen at the date of the application. Points can be added or subtracted during the process (i.e. if the applicant gets more work experience, marries someone with higher education or divorced same; or gets another diploma). The only exception is age. Age points are frozen at date of filing.
